TO: CBP Chapter Presidents
RE: Re-Promotion to Grades Held in Different Positions
SUMMARY: Information is provided on how employees can be re-promoted to higher grades they once held in other government positions.
For some time now many of you have informed me that our bargaining unit includes former Border Patrol Agents who are now CBP Officers. We know that many of these officers assumed their current position at a lower grade than the one they held when they were agents. As a result they are asking NTEU what, if anything, they can do in order to be re-promoted to the grade they held as agents.
NTEU has placed this issue on the national CBP-NTEU Forum agenda. Essentially, CBP has informed NTEU that the former agents/current officers would be re-promoted to higher grades once they satisfied the qualifications and skill levels of the CBP Officer at the higher grades. In order to accomplish this, the newly hired officers would have to first complete pre-academy, academy, and post-academy training. After that, the officer would need to provide CBP with a résumé of his or her work experiences, education, positions held and training accomplishments so that a re-promotion decision can be made by the Director of Field Operations, in consultation with the Minneapolis Hiring Center.
While CBP has indicated that it will be issuing additional information on this subject in the near future, I have attached an internal CBP memorandum that discusses this issue. Please contact your National Field Representative if you have any questions on this matter.
